Hi All: How are you doing? I am wondering if anyone knows about spectrum's placing in latest edition of Indian constitutions? Is it a center or state subject or central government has just assumed that it belong to center forcibly? I am who is central government to own spectrums which is such a localized resource? Anyone who enlightens will be a huge help.
Reg 'Central' role of WPC: Also, with the current state of technology (which may change sooner than later), there was requirement of 'central' coordination and also the mindset that this is a complex to manage and security issues(hence centralize) . But these two assumptions are increasingly questionable. Just as every nation coordinates at the international level, so could Indian states, but imagine even worse delays than with WPC in reforming and no economies of scale for manufacturers etc.
Even now WPC does not want to think of refarming the broadcasting spectrum at a pace that technology demands, delaying the benefits to Indian citizens and industry.
But I guess in a democracy we all get the governance mechanisms we choose.
this is w r t Priya's assumption that spectrum is a localised resource, the fact is that it knows no boundries; n only we have on the basis of International law on the subject determined our jurisdiction for the available n required resource.There is no doubt we need a transparent , well defined n professionally designed policy in place n of course an effecient management n implementation, but making it state subject would further mess up the whole thing.So far work in WPC has been going on on personal whims, fancies, personal equations, combined with total mismanagement an unprofessional approach. God help us in managing this God created resource.
